WHO WE ARE

Nisqually Construction Services (formerly WHH Nisqually Federal Services) is a tribally-owned small business that combines the construction expertise and experience of the Nisqually Indian Tribe with that of the former Walsh, Hedlund and Harlow Construction firm. With numerous successfully completed projects in a variety of construction types, we can provide you with unsurpassed experience while providing the ultimate in project quality, integrity and leadership.

Our team is comprised of experienced and licensed engineers and industry professionals who have worked throughout the Pacific Northwest on projects ranging from commercial and government facilities to urban transit construction, airport runways, tunnels, bridges, fuel systems and site development. Using our established project management procedures we are able to provide our customers with the highest level of construction.

BOB IYALL

CHAIRMAN AND CEO

Mr. Iyall has 38 years of experience in the construction industry. He is a proven leader who has successfully completed dozens of projects from residential to commercial high-rise buildings as a superintendent and project manager. He has completed numerous projects for the Department of Defense on Joint Base Lewis-McChord and Naval Bases Bangor, Bremerton, and Everett. As a Nisqually tribal member, representing the majority owner group, Mr. Iyall is fully committed to providing a quality product that will meet and exceed the owner’s expectations.

JON KIRK

GENERAL MANAGER

Mr. Kirk brings more than 25 years of construction and construction management expertise and leadership, ensuring each project or program is a success. Mr. Kirk has worked on projects and programs as both a contractor and owner’s representative with construction values up to $1.5 billion. These projects range from commercial and government facilities to urban transit construction, tunnels, bridges and site development. His industry expertise helps to keep competitive bid, GC/CM and design build projects on time and on budget.

KARL HEDLUND, PE

EXECUTIVE OPERATIONS MANAGER

Mr. Hedlund has nearly 30 years of construction and construction management experience in a wide variety of structural, building, infrastructure, heavy site/civil, and transportation arenas, including new construction, renovation, and rehabilitation. Mr. Hedlund has significant experience with alternative construction contract delivery methods including design build and GC/CM approaches.

RANDY HARLOW, PE

EXECUTIVE PROGRAM MANAGER

Mr. Harlow’s background in construction and construction management includes just about 20 years managing industrial, site/civil, residential, and infrastructure construction throughout Western Washington. He has served as a resident engineer for the Port of Seattle on the Sea-Tac International Airport Capital Improvements Landside Program, including the $95 million integration project bringing Sound Transit light rail to the airport. Mr. Harlow is currently resident engineer on Sound Transit’s University Link and North Link multi-billion dollar projects.
